The idea is to tank everything, but be able to rep your partner domi if he gets into more than minor trouble.

Setup needs 1% more pg than is available, provided max skills, so you'll either need an implant or you'll need faction PDU (or drop a PDU for an RCU... alternatively, get a faction RCU in exchange for one of the PDU's, and you can drop the ACR for another CCC). This setup is capable of 1043dps at 40km, using CN or GN antimatter. Tank is a bit low, hence the suggestion to put remote reps on the tank domi.
This pair isn't super at killing absolutely everything like a pair of gank nightmare's or something similar would be. However, it is very easy pair to use - just drop in the tank domi, aggro everything, then drop in the gank domi. Just watch the tank domi's tank but otherwise you shouldn't need to switch back until you have another room to clear. The tank domi does still provide 495dps with garde 2's at 34km though, so its not entirely useless damagewise.
As for the gankship, you can get more DPS out of a torp golem or out of a tach nightmare, but only the torp golem actually puts more dps on target as the nightmare's advantage comes from having medium drones to spew (full gank tach nightmare hits just short of 1100dps, but only about 950 from its tachs). From running ship setups of my own to find the optimal ship for using solo, this domi fit I found put the most effective DPS on any target of any ship allowed in highsec. Tank is a bit too light to really run effectively solo though, which while a downside for me wouldn't be a problem for you running a tank ship. Alternatively, if you have multiple computers/multiple screens, feel free to run two gank domi's at once and really see things die fast
